Karen and Karen,

The LNPA Working Group met today and discussed the attached correspondence
asking for review and any comments on the LNP Section of the NRRIC's
Network and Routing Resources Educational Document: Intercompany
Responsibilities in the Telecommunications Industry.

The LNPA WG respectfully suggests the following revisions:

1.  In the 4th paragraph of the Overview, revise the 1st sentence to read,
"As of this writing, Service Provider Portability is the only type of
portability that has been mandated.

2.  In the 2nd paragraph of the Location Routing Number (LRN) section,
remove the reference to Intelligent Network (IN) capabilities.  The switch
vendor that initially deployed local number portability query/response
functionality in their switch utilizing IN protocol has since migrated to
AIN protocol for this functionality.

For information only, the LNPA WG discussed the definition of Location
Portability in the document at length.  The current definition assumes that
the rating characteristics of the ported number would change to the rate
center to which the number was ported, a form of Location Portability which
the industry cannot do today.  This definition, however, does not
accommodate the type of Location Portability that is done today where the
rating characteristics of the ported number do not change.  The LNPA WG
determined that changing the definition of Location Portability in the
NRRIC document would not be consistent with the FCC’s definition in their
Order, so the LNPA WG chose not to suggest a change to this definition at
this time.

As a follow-up to our conversation today regarding the NRRIC document
sent to the LNPA WG for comment, LNPA WG would like NRRIC to hold off
closing their associated issue until after the January 9-11 LNPA WG
meeting. They need more discussion time on definitions of location,
geographic, and service portability. Gary Sacra told me that LNPA WG
will get comments to NRRIC promptly after meeting discussions.
