[lnpa] LNPAWG: NPAC Large Sequence Value Testing

LNPAWG members:

Within the messages exchanged between the NPAC and the SOA/LSMS there
are sequence values that are used to assign unique keys to the records
when they are stored in the database. These sequence values are simple
integers that increment up each time a new record is created. SV ID,
Audit ID, NPA-NXX ID and LRN ID are a few examples.
To this point, all of the NPAC sequence values have been incrementing
upward. However, two of them (Audit ID and Action ID) are nearing a
milestone. These sequences are approaching values greater than 2 ^ 31
(2147483648). Once that value is exceeded, applications that treat the
number as a signed value will interpret the number as being negative.
Applications that treat the number as unsigned will continue to see the
number increment until it reaches a maximum of 2 ^ 32 (4294967295).
To allow providers to verify that their SOA and LSMS systems can handle
this situation, Neustar plans to artificially create these conditions in
the customer test bed. The two sequences involved are the action id used
for ranged activate downloads to the LSMS, and the audit id generated
when an audit is created. Providers wishing to test should perform the
following operations:
- Ranged activates that cause a ranged create download to be sent to
their LSMS, and a subsequent asynchronous m-event report to be sent to
the NPAC.
- Initiation of a Audit, and correct receipt of the associated audit
notifications to the SOA.

The change to the test bed is scheduled to occur the night of Tuesday,
January 16th. The change will remain in effect indefinitely. 
This condition described above will first appear in production in the
West Coast region in the May/June timeframe.
